move to GitHub workflow complete, new release will be 10.0

Dear all,
many thanks for your ongoing and past support. Our main news, apart for recently released version 9.8 of SageMath, is that we finally completed the move to GitHub from the semi-obsolete Trac bug-tracking workflow platform. This in particular will allow us to considerably reduce the hosting costs.
Last but not the least, thanks for your donations, we bought an Apple M1 Studio machine,
which is used to test and develop SageMath and its dependencies on such an increasingly popular platform.
To celebrate the move to GitHub, we will skip version 9.9, and move directly to 10.0 in our
upcoming release.
